From the first engineering report through punch list and closeout, here is how a well-run structural restoration project unfolds — and what managers can do to keep it on track.
Start With an Assessment, Not a Price
The most common misstep in restoration projects is soliciting numbers before anyone has defined the work. Without a documented scope, every proposal measures something different, and the lowest number is usually the one that assumed the least.
Begin with a condition assessment: a sounding survey of concrete, an envelope review, and documentation of quantities by location. On structural work, a licensed engineer should define the repair details. That document becomes the common basis for pricing, contracting, and inspection.
Building a Scope That Can Be Bid Fairly
A biddable scope separates work into measurable units — square feet of surface repair, linear feet of crack injection, square feet of coating, count of balcony edges — and states unit prices for quantities that may change once demolition exposes the true condition. Restoration always uncovers more than a visual survey can see, so unit pricing protects both the association and the contractor from disputes later.
The scope should also address access and logistics: swing stage, mast climbers, or scaffolding; work hours; parking and staging; protection of landscaping and vehicles; and how occupied balconies will be handled.
Evaluating Contractors Beyond the Bottom Line
Verify the license classification, insurance limits, and workers' compensation coverage appropriate for the height and type of work. Ask who the on-site superintendent will be and whether that person is dedicated to your project.
Ask how the contractor documents daily progress, handles change orders, and coordinates with the engineer of record. Ask what happens when hidden conditions appear — the answer reveals more about how the project will run than any reference list.
Phasing and Resident Communication
In occupied buildings, sequencing is as important as craftsmanship. Work is typically phased by elevation or stack so residents lose balcony access for defined windows rather than an entire season. Clear notice requirements — how many days before access is needed, how items will be moved, who to contact — prevent most complaints before they start.
Managers who publish a simple weekly update with completed work, upcoming areas, and access notices spend far less time fielding individual calls. Contractors should support that communication with photo-documented progress reports.
Milestone Inspection and Recertification Considerations
Buildings subject to milestone inspection or 40-year recertification face a defined report and a repair timeline. Managers should map the repair schedule against the jurisdiction's deadlines early, since permitting, engineering, and long-lead materials all consume calendar time.
Keep the engineer engaged through construction. Repairs performed and documented under engineering oversight are far easier to close out than repairs inspected only at the end.
Closeout That Protects the Association
A complete closeout package includes as-built documentation of repair locations and quantities, product data sheets and warranties for coatings and sealants, permit sign-offs, photographs, and the punch list with verified completion.
That package is what the next board, the next manager, and the next engineer will rely on. It also establishes the baseline for the maintenance cycle that keeps the building out of the next emergency.
